Tho Tran, PhD, AICP, is a Senior Regional Planner at the Hampton Roads Planning District Commission in Virginia, where he contributes to regional strategy development and multidisciplinary planning initiatives across economic development, environmental resilience, transportation, housing, and infrastructure systems. With a strong background in urban and regional planning, Dr. Tran brings extensive experience in policy analysis, research design, and data-driven decision-making to support complex planning challenges.

Dr. Tran holds a Ph.D. in Urban and Regional Sciences and a Master of Urban Planning from Texas A&M University, as well as a Bachelor of Architecture and Planning from Hanoi University of Civil Engineering. His work integrates spatial analysis, statistical modeling, and stakeholder engagement to develop actionable strategies and implementation frameworks. He has led and contributed to numerous research and planning projects in both the United States and Vietnam, addressing issues such as housing policy effectiveness, flood mitigation strategies, and urban development in rapidly changing environments.

In addition to his professional and academic work, Dr. Tran is a certified member of the American Institute of Certified Planners (AICP) and an active member of the American Planning Association. He has received multiple awards recognizing excellence in planning, research, and design, including first-place honors in national and regional competitions.
